Was this really the first time you came across this theory? Because I've seen it suggested before.
Anyway, it does seem VERY likely. Tom likes trophies, and his Award would be perfectly hidden - in plain sight. NOBODY would think of looking for one of Voldemort's horcruxes in Hogwarts! And it would be another connection to CoS. :)
