Well, I think that deep down, Petunia feels something. But unfortunately, Petunia also feels that Lily abandoned her, and Petunia's also a little scared of magic, as canon has shown. As far as she's concerned, Lily might as well sacrifice a rabbit. :( So while she's sad Lily died, there's no real drive to take care of her son the way she should.
