Fudge must have had his first real conflict with Dumbledore over the dementors here, but before Voldemort enters the picture, I can see him feeling that Dumbledore's people are better to schmooze with than to antagonize.
I think the original Order of the Phoenix, in the eleventh year of getting beaten to a pulp, would be pretty reluctant to make Dumbledore any more of a Linchpin Of Everything than he needed to be. But I'm pretty sure that one's me and not JKR.
