A bit of both. :P
I think fanfiction is fun, and it's a great outlet for writers who love a universe to further explore it with a talent. It's also a good way for readers to further delve into a fictional universe.
It's also good for reading comprehension. When I was in middle and high school, we sometimes had to write what was technically fanfiction - stories based on what we'd read. It helped us look at what we read and understand it enough to write about it.
There are downsides, but those downsides are not necessarily the norm.
