I think the general consensus is that they're in Canada, I just get confused because of some later details I just now realized might be spoilery. But yes, apparently a lot of Canadian shows keep the setting vague, interestingly.
When you rewatch the show, you realize Xander is VERY much a Nice Guy, and later on disrespectful of his girlfriend. (Not sure how far along you are.) At least the Nice Guy stuff stops probably by season four or five.
